PROFILE
Mr. Bentley is a senior IT Management Consultant with over 25 years of experience in all aspects of systems development, delivery and technology implementation and support. He has worked largely in the oil and gas industry for various organizations including energy companies, the IT vendor community and government. His experience also includes organization and facilitation of a cross industry CIO group and co-chairmanship of the CIPS Project Management Special Interest Group which help maintain awareness of latest technology trends and best business practices. Other industry experience includes electrical utilities and real estate development.
Bill has held a variety of key roles in his career including; large project delivery manager, systems consultant/analyst, IT management for a major oil and gas explorer/producer, general business manager of a commercial oil and gas software company, managing partner of a niche IT consulting firm and application developer. His responsibilities have included project management, software package and technology evaluation and selection, system integration/operations and support, business process reengineering, strategic planning and implementation, marketing and business development, budgeting and sales forecasting, staff management, and consulting to management on the use of information technology.
His foundation of good communication skills, combined with broad IT management and systems experience has been the basis for successful relationships with several clients and employers. His strength is building vision and consensus through strong teamwork to deliver solutions that contribute to business growth. His assignments have been mainly executed in Calgary but have also taken him to Houston, Victoria and Whitehorse. Bill’s understanding of business, systems and management in conjunction with strong interpersonal skills has allowed him to provide leadership in structuring effective IT solutions and environments.
EXPERIENCE SUMMARY
Bill is managing partner of Corvelle Consulting and is responsible for business development and management, project execution and quality assurance. The following paragraphs describe selected assignments that illustrate Bill’s consulting accomplishments and the management of large or complex projects.
Recently, Bill managed a software vendor team of a dozen architects and developers to deliver significant enhancements to a Land Management software package and implement the software package for a major oil and gas company. The winter drilling season created a fixed delivery schedule that was successfully met. The project was also delivered within budget. Other project dimensions included management of systems integration issues with corporate financial and well systems, standardized business processes and conversion of history data from a competitive package.
Acting as General Manager of PRISM Software for four years, Bill provided leadership in sales and marketing, product development, implementation and support. The company of twenty+ staff and contractors supported production accounting requirements for over 30 oil and gas clients. Bill successfully directed major product development efforts including Y2K as well as improved customer/employee satisfaction, improved internal business processes and controls. Business process improvements included the introduction of project management standards for development and implementation projects, standardized help desk response procedures and development of professional RFP responses. Additional responsibilities included the development and monitoring of budgets and sales forecasts.
Working with the executive of a leading Alberta based home builder, Bill facilitated the development of a vision through to the execution of a detailed RFP to secure vendors to develop and host an e-commerce enabled web site that will fundamentally change the way homes marketed and built. The scope of the engagement included the definition of requirements, identification of vendors, development of vendor evaluation criteria, facilitation of vendor responses and presentations, consulting support during vendor contract negotiations and development of a project budget and implementation plan.
Working for a leading oil and gas data supplier as project manager, Bill led a team of eight developers, data modellers and QA analyst’s to successfully develop an internet based commercial data hub for the sale of land and production data. Key considerations included the technical performance of a large commercial database utilizing an industry standard data model.
Bill was the lead consultant for the BC government’s oil and gas division to determine their strategic direction with regard to electronic exchange of oil and gas production and royalty information. The deliverables included analysis of business processes, data flows and application architecture as well as interviews with key stakeholders such as oil and gas producers and major software providers. This work provided the basis for a successful recommendation as well as a project implementation plan and budget.
Bill completed the first stage of a RFP process for a major oil and gas midstream operator to secure a replacement production and revenue accounting system. The project included development of business requirements, a vendor survey, an implementation plan, budget and recommendations and had to take into account the unique elements of midstream operations including fee calculations and fee billing.
Prior to consulting, Bill worked at Suncor Inc., Resources Group for several years during which he advanced from senior systems developer to CIO for the Group. As CIO he was responsible for the cost effective application of information technology in support of the Resources Group’s business objectives including integration with Suncor’s other operating divisions. He held this position for eight years and lead major IT initiatives such as the change to application packages from custom development, decentralization of IT staff to align better with the business, the centralization of corporate functions such as HR and payroll, outsourcing of IT functions, client server computing and introduction of the internet.
